Let`s start off with performing a force restart of your iPhone (it is different from regular restarting and is normally used in critical situations like yours):

  1. Press and quickly release the volume up button.
  2. Press and quickly release the volume down button.
  3. Press and hold the side button for at least 10-15 seconds.
  4. When the Apple logo appears, release the side button.
When you will see 'Slide to power off, kindly ignore it and just keep pressing the side button until the screen goes pitch black

Perfect, can you see 'Critical alerts' anywhere on your screen right now?

yes
its off

Okay, great!
You can keep it that way or turn it on if you are using it often.
Alternatively, you can remove the 'Home' app from your iPhone if you are not in need of it.
